Proficient - Content is complete, accurate, and persuasive. - Major points are stated clearly and are well supported. - Content and purpose of the writing are clear.	Distinguished - Content is complete, accurate, & credible. - Major points are stated clearly and are well supported. - Content and purpose of writing are clear and interesting.
Supporting Facts/Examples/Research	Emerging - Research is not complete or does not address relevant concepts. -Major points are addressed, but not well supported.	Proficient - Research is complete, timely and addresses relevant concepts. - Major points are addressed and supported by some evidence.	Distinguished - Research is complete, timely, and addresses relevant concepts. -Major points are addressed in detail and well supported by evidence.
Format	Emerging - Paper follows most guidelines. - Paper is over/under an appropriate length. - Paper uses few "political" vocabulary terms.	Proficient - Paper follows designated guidelines. -Structure of the paragraph is clear and easy to follow. -Some usage of "political" vocabulary terms.	Distinguished - Paper follows all designated guidelines. -Paragraph structure is clear, concise, and easy to follow. -Paper is the proper length and uses "political" vocabulary terms frequently.
