Proficient - Content is comprehensive, accurate, and persuasive. - Outreach and communication style is addressed and well supported. - Content and purpose of the writing are clear.
Organization & Community Outreach 30 %	Emerging - Organization, community and structure detract from the message of the vendor and/or government agency side. - Introduction and/or conclusion is missing. - contract clauses are disjointed and lack transition of thoughts. -Citations and references are not provided.
