S-SPECIFIC	Meets Expectations The goals are clearly stated and include language that fully describes them.	Developing The goals are stated, but lack ample descriptive language to inform the reader of what is going to be done. More emphasis is needed in describing what will happen.	Needs Improvement The goals are either not stated clearly or are too general. The goals do not include descriptive language.	Requirements Not Met The goals are not clearly stated and described.
M-MEASURABLE	Meets Expectations The goals can be easily assessed and evaluated by the student. Progress and achievement can be measured and described by the student.	Developing The goals can be assessed and evaluated by the student, but with a lesser degree of clarity. The student has some difficulty measuring progress or achievement of the goal.	Needs Improvement The goals lack a structure for assessment and evaluation. Progress or achievement of these goals can be partially measured readily by the student or teacher.	Requirements Not Met The goals lack any structure for assessment and evaluation. Progress or achievement of these goals cannot be measured.
A-ACHIEVABLE ACTIONS	Meets Expectations The goals are appropriate for the individual student and provide enough challenge for personal growth. Regardless of whether or not the student meets their anticipated goals, they are realistically achievable within the stated time frame.	Developing The goals are somewhat appropriate for the individual student and do provide some challenge for personal growth in the stated time frame.	Needs Improvement The goals are somewhat appropriate for the individual student but do not provide enough challenge for personal growth in the stated time frame.	Requirements Not Met The goals are not appropriate for the individual student. The goals do not challenge the student or are too challenging to complete within the stated time frame.
R-REALISTIC	Meets Expectations The goals are realistic and directed toward the personal interests of an individual student.	Developing The goals are realistic but may lack some clarity in some of their relation to the student's interests, wants and needs.	Needs Improvement The goals are realistic but may lack clarity in their relation to the student's interests, wants and needs.	Requirements Not Met The goals are not realistic and do not relate well to the student's interests, wants and needs.
T-TIMELY	Meets Expectations The goals have specific time frames outlined.	Developing The goals have some specific time frames outlined but not all of them are clear.	Needs Improvement The goals are lacking a beginning or ending time.	Requirements Not Met There is no time frame written into the goals.
