City Services	Level 4 Services that are necessary to run a city are complete, present, and ideally located.	Level 3 Services that are necessary to run a city are present, a few are missing, not ideally located.	Level 2 Services that are necessary to run a city are not present.
Presentation	Level 4 Each group member participates in the presentation and gives a reason why YOUR town is the best place to live.	Level 3 Not all group members participate. No reasons are given in favor of your town.	Level 2 No participation.
Neatness	Level 4 Map is drawn neatly and is easy to navigate.	Level 3 Map is messy, but can be navigated.	Level 2 Map is very messy, not able to be navigated.
