Committee Presentations Committee Presentations Your committee is charged with drafting a bill on your given topic. You will need to choose a Committee Chairperson, complete the "Write your own bill" handout, have a presentable copy of your bill for presentation and on the last day, you will have 3 minutes to present your bill and 2 minutes to field questions on it. Fair Bills contain most elements, though some may be missing, incomplete, or incorrectly ordered	Excellent Bills contain all required elements, including title, purpose, eligibility, terms, and benifits. Elements are in order.
Purpose 10 pts	Poor Purpose of the bill is unclear and/or is unrelated to the given issue. Text is vague and poorly organized. Purpose demonstrates minimal background knowledge of the issue.	Fair Purpose of the bill is clear and is related to the given issue. Text may be unclear or poorly organized. Purpose demonstrates basic background knowledge of the issue.	Excellent Purpose of the bill is clear and is related to the given issue. All text is organized and concise. Purpose demonstrates extensive background knowledge of the issue.
Presentation 30 pts	Poor Presentation was 1 minute or less, didn't explain the bill effectively, could not field questions on it.	Fair Presentation was good, maybe a little short or didn't explain all of the elements of the bill entirely, did well fielding questions.	Excellent Great presentation, bill was explained in its entirety, good answers when fielding questions.
Team Participation 30 pts	Poor There was not much teamwork or cooperation within the committee. One or two members did most of the work.	Fair There was good teamwork and cooperation within the committee, however there was some lack of efficiency.	Excellent Every committee member worked equally as hard as the others to accomplish the tasks efficiently and effectively.
Effectiveness 20 pts	Poor Bill demonstrates superficial analysis of the given issue. It proposes a solution that is ineffective, unrealistic, and/or offensive.	Fair Bill demonstrates a moderate level of analysis of the given issue and proposes a solution. Solution may be ineffective and/or cost-prohibitive.	Excellent Bill demonstrates thoughtful analysis of the given issue and proposes an effective and affordable solution.
