Use of Propaganda Tools	Level 4 Demonstrates indepth understanding of propaganda.	Level 3 Demonstrates a good understanding of propaganda.	Level 2 Demonstrates some understanding of propaganda.	Level 1 Demonstrates limited understanding of propaganda.
Research	Level 4 Uses and analyzes information with total accuracy. Has a clear goal.	Level 3 Analyzes and interprets information with some error/confusion. Has a clear goal.	Level 2 Little analysis or interpretation; ideas seem confused.	Level 1 No analysis or interpretation.
Communication	Level 4 Communicates ideas very clearly, the reader knows specifically the intented message of the writer/artist.	Level 3 Communicates ideas clearly, the reader has a good idea of the intended message of the writer/artist.
