Oral Reading Fluency
	Emerging 1 pts	Developing 3 pts	Mastering 4 pts
Rate	Emerging Student reads at a slow rate with hesitation.	Developing Student reads text either too quickly or with uncomfortable pauses. Many words are sounded out.	Mastering Student reads text with smooth, conversational, comfortable rate.
Accuracy/Pronunciation	Emerging Student makes numerous errors or frequently mumbles. Errors are not self-corrected.	Developing Students makes occasional errors that do not affect meaning (character names, place names, etc.) Other errors are few.	Mastering Student makes one or two mispronunciation which are self-corrected. Reads clearly and distinctively.
Phrasing	Emerging No evidence of phrasing. Student reads word-by-word or sounds out the majority of words.	Developing Student reads 2-3 word phrases.	Mastering Student reads longer phrases smoothly. The student varies the length of phrases appropriately for impact.
Expression	Emerging Student reads with a monotone voice. Very little evidence of attention to punctuation.	Developing Student pauses at ending punctuation. Tone of voice is consistent throughout text.	Mastering Student pays close attention to punctuation, including commas. The student varies voice or pitch to match text.
Volume	Emerging Student reads at an extremely loud or soft level.	Developing Volume is appropriate throughout text.	Mastering Student adjusts volume throughout text for dramatic impact.
