Content	Level 4 The issue is clearly identified. Students provide explanations of how countries have responded. All required information is covered.	Level 3 The issue is identified. Students don't provide clear explanations of how countries have responded.	Level 1 The issue is not identified or is unrelated to the task. Explanations of how countries have responded are limited or absent.
