	Needs Improvement 1 pts	Meets the standard 2 pts	Exceeds the standard 3 pts
Rate	Needs Improvement Student reads slower than normal speech. Many pauses. Many words are sounded out.	Meets the standard Student reads text at a good speed with some pauses. Only a few words are sounded out.	Exceeds the standard Student reads text with smooth, conversational, comfortable rate.
Accuracy	Needs Improvement Student makes numerous errors or asks for help. Errors are not self-corrected.	Meets the standard Students makes some errors that do not affect meaning . Other errors are few. Some miscues are self-corrected.	Exceeds the standard Student makes only one or two errors. All mistakes are self-corrected.
Phrasing	Needs Improvement No evidence of phrasing. Student reads word-by-word or pauses in strange places.	Meets the standard Student reads in short word phrases that make sense.
