Rate	Needs Improvement Says less than 35 words per minute at their independent speaking level	Making Progress Says 35-52 words per minute	Good Says 53-70 words per minute	Excellent Says greater than 70 words per minute
Fluency/ Pronunciation	Needs Improvement Speaks with frequent stops to decode words	Making Progress Speaks using some phrases, stops to decode some words	Good Speaks using phrases in most of the speech	Excellent Says the whole passage smoothly, paying attention to punctuation.
