Ratio	Poor Student does not place numbers properly when formulating a ratio.	Fair Student can create a ratio one out of the three possible ways.	Good Student can write a ratio all three ways. 4:7, 4 to 7, 4/7.	Excellent Student can write a ratio and formulate equal ratios.
Percent	Poor Student does not understand that a percent is part of 100.	Fair Student can write a decimal to hundredths as a percent.	Good Student can write any decimal, fraction or ratio as a percent.	Excellent Student can write a decimal, ratio or proportion from a percent.
Proportion	Poor Student does not understand that a proportion is a relationship between two numbers.	Fair Students can identify a proportion and create one give a ratio.	Good Students can create a proportion from data and create equal proportions and change them into decimals and percents.	Excellent Student will use a proportion to solve word problems including decimals, percents and ratios.
