Attempts, inconsistently, to employ expression and tonality, varies pacing and pitch, occasional dramatic emphasis.
Middle Level of Fluency
Very little expression and tonality, little variation in pacing and pitch, no dramatic emphasis.
Second Lowest Level of Fluency
Reads in flat monotone with little or no expression.
Lowest Level of Fluency
Reads in a flat monotone.
Smoothness/Pacing
Highest Level of Fluency
Observes all punctuation marks;
picks up on all shifts in speaker or author style;
consistently smooth reading;
Second Highest Level of Fluency
Observes punctuation marks most of the time;
picks up on most shifts in speaker of author style;
generally smooth reading with any difficulties quickly resolved through self-correction;
Middle Level of Fluency
Observes common punctuation marks (e.g. periods, commas), but may disregard other ones;
occasionally picks up on shifts in speaker or author style;
occasional breaks in smoothness caused by difficulty with specific words or structures;
Second Lowest Level of Fluency
Observes some punctuation, but not consistently;
Attempts to recognize shifts in speaker or author style;
more than 2 "rough spots" in text with extended pauses and hesitations OR reads too quickly.
Lowest Level of Fluency
Disregards punctuation;
does not pick up on shifts in speaker or author style;
frequent, extended pauses, hesitations, false starts, repetitions and/or multiple attempts
Phrasing
Highest Level of Fluency
Reads in phrases or complete sentences 100% of the time.
Second Highest Level of Fluency
Reads mostly in phrases or complete sentences.
Middle Level of Fluency
Reads mostly in phrases.
Second Lowest Level of Fluency
May occasionally group 2-3 words into meaningful units.
Lowest Level of Fluency
shows little evidence of connectivity or phrasing.
Accuracy
Highest Level of Fluency
Does not make errors when reading text;
May stumble on 1 or 2 words, but self-corrects.
Second Highest Level of Fluency
May stumble over decoding, but infrequently;
does not affect content of text.
Middle Level of Fluency
Frequently stumbles over decoding;
2-3 stumbles affect content.
Second Lowest Level of Fluency
Spends more time on decoding than expression;
more than 3 stumbles which affect content.
Lowest Level of Fluency
Reads haltingly;
may pause at length to study individual words;
many mistakes affect content.
