Strategy/Procedure	Excellent Typically uses an efficient and effective strategy to solve the problem(s).	Good Typically uses an effective strategy to solve the problem(s).	Fair Sometimes uses an effective strategy to solve problems but does not do it consistently.	Poor Rarely uses an effective strategy to solve problems.
