Reading Fluency Rubric

Rubric to assess basic fluency of students enrolled in at-risk school, dropout prevention. Primarily for students reading at Level 1 and Level 2 who have not passed the Reading FCAT for 10th grade.

	Mastered 4 pts	Proficient 3 pts	Emerging 2 pts	Fail 1 pts
Groupings of Words	Mastered Reads in large chunks, six or more words at a time.	Proficient Reads in smaller chunks, four to five words at a time.	Emerging Reads in small chunks, three or less words at a time.	Fail Reads one word at a time.
Automaticity	Mastered Automaticity well-developed, steady with no hesitations	Proficient Automaticity good but needs small improvement due to a few hesitations.	Emerging Automaticity inconsistent, sometimes smooth and steady, sometimes faltering.	Fail Automaticity lacking.
Punctuation Pauses	Mastered Pauses appropriately for all punctuation.	Proficient Pauses appropriately for most punctuation.	Emerging Ignores more than 50% of the punctuation.	Fail Ignores most or all punctuation.
Syntax	Mastered Syntax is good, not changing parts of speech.	Proficient Some minor syntactic errors, flow of story not interrupted.	Emerging Syntactic errors present enough to interrupt the flow of the story.	Fail Unaware of syntactic rules.
Pronunciation	Mastered Pronounces correctly all minor and major words	Proficient Mispronounces few major words but does fine with minor words.	Emerging Mispronounces many major words and some minor words.	Fail Mispronounces many major and minor words.
Expression	Mastered Reads with appropriate expression.	Proficient Reads mostly with expression but has some flat delivery.	Emerging Expression occurs infrequently, mostly a flat delivery.	Fail Expression lacking.
State of Relaxation	Mastered Relaxed and comfortable with reading out loud.	Proficient Mostly relaxed and comfortable, very little frustration.	Emerging More frustrated than relaxed.	Fail Frustrated reader, tense and uncomfortable.
