SPEAKS CLEARLY	Level 4 Speaks clearly and distinctly all of the time.	Level 3 Speaks clearly and distinctly most of the time.	Level 2 Speaks clearly and distinctly some of the time.	Level 1 Often mumbles or cannot be understood.
PREPAREDNESS	Level 4 Speaker is completely prepared and has thoroughlyresearchedthe intricate details of his/her topic.	Level 3 Speaker seems pretty prepared but was unable to answer 1-2 questions which should have been researched for his/her article.
