S-SPECIFIC	Meets Expectations The goal is clearly stated and includes language that fully describes the goal. Clearly focused on the desired outcome.	Developing The goal is stated, but lacks descriptive language to inform the reader of what is going to be done. More emphasis is needed in describing what will happen. Partially focused on the desired outcome.	Needs Improvement The goal is either not stated clearly or is too general. The goal does not include descriptive language.	1 Goal is unrelated to the assignment--no stated outcome.
M-MEASURABLE	Meets Expectations The goal can be easily assessed and evaluated by the student. Progress and achievement can be measured and described by the student. Will be measurable because the evidence to be provided will clearly indicate progress.	Developing The goal can be assessed and evaluated by the student, but with a lesser degree of clarity. The student has difficulty measuring progress or achievement of the goal because it is too general. Will be only partly measurable because the evidence to be provided will not clearly indicate progress.	Needs Improvement The goal lacks structure for assessment and evaluation. Progress or achievement of this goal cannot be measured readily by the student or teacher. Evidence of progress will be provided, but will not indicate progress.	1 Not at all measurable--no method of measurement indicated.
A-ACHIEVABLE ACTIONS	Meets Expectations The goal is appropriate for the individual student but provides enough challenge for personal growth. Regardless of whether or not the student meets their anticipated goal, it is realistically achievable within the stated time frame. The goal is within reason of the student's abilities and can be achieved.	Developing The goal is somewhat appropriate for the individual student but does not provide enough challenge for personal growth in the sated time frame. The goal is mostly reasonable given the student's abilities and can probably be achieved.	Needs Improvement The goal is not appropriate for the individual student. The goal does not challenge the student or is too challenging to complete within the stated time frame. The goal is only partially reasonable given the student's abilities and will likely not be achieved.	1 the goal is not at all within reason and cannot be achieved.
R-REALISTIC	Meets Expectations The goal is realistic and directly related to the personal interests of an individual student. The goal has a strong connection to the student's history, current interests and/or demonstrated abilities. The student has expressed this often.	Developing The goal is realistic but may lack clarity in its relation to the student's interests, wants and needs. The goal has some connection to the student's history, current interests and/or demonstrated abilities. The student has expressed a few times.	Needs Improvement The goal is not realistic and does not relate well to the student's interests, wants and needs. The goal has only a slight connection to the student's history, current interests and/or demonstrated abilities. The student has rarely expressed.	1 The goal has no connection to the student's life because the student has no history or interest in or demonstrated ability to the goal. The student never expressed this.
T-TIMELY	Meets Expectations The goal has a specific time frame outlined. Has a definite date of what will be accomplished by this date. Is within the time frame of this school year.	Developing The goal is lacking a beginning or ending time. Has an indefinite date of what will be accomplished by this date yet is within the time frame of this school year.	Needs Improvement There is no time frame written into the goal. Has an indefinite date of what will be accomplished by this date AND has an unclear time frame by which the goal should be accomplished.	1 Has no dates and/or is over a period of time far beyond this school year.
