Students will demonstrate fluent oral reading, using sight words and decoding skills, varying intonation and timing as appropriate for text.

Sight words	BEGINNING Student had difficulty reading sight words making 5 or more mistakes.	PROGRESSING Student is able to read some sight words correctly, making 3-4 mistakes.	PROFICIENT Student is able to read most sight words correctly, making 1-2 mistakes.	ADVANCED Student is able to read all sight words correctly.
Decoding unfamiliar words.	BEGINNING Student does not attempt to decode words even with prompting.	PROGRESSING Student struggles to decode with prompting making 3/15 mistakes.	PROFICIENT Student is able to decode most words missing 2/15.	ADVANCED Student is able to decode 14/15 words or more without prompting.
Fluency	BEGINNING Student is not able to read a passage fluently. He has less than 93% accuracy.	PROGRESSING Student is somewhat able to read a passage fluently. He has less than 94% accuracy.	PROFICIENT Student is able to read passage with minimal mistakes at 95% accuracy.	ADVANCED Student is able to read passage with 96% accuracy or more.
