Definitions	Highly Proficient Thoroughly defines observation and inference as stated in the "Proficient" box, and, in addition, uses technical language (i.e.	Proficient Accurately defines observation as something that is detected by one or more of the senses or by sense enhancing technology; and inference as a guess that goes beyond the observations but is based on them.	Nearly Proficient Accurately defines either inference or observation, or partially define both.	Not Yet Proficeint Inaccurately defines observation and inference.
Observation	Highly Proficient Identifies four or more observations related to the situation that can not be mistaken for something else; identifies detailed characteristics that provide relevant support to the inference.	Proficient Identifies three observations related to the situation that can not be mistaken for something else and are relevant to the inference	Nearly Proficient Identifies two observations related to the situation that can not be mistaken for something else, but one that can; or are not relevant to the inference.	Not Yet Proficeint Identifies one observation related to the situation that can not be mistaken for something else, but two that can; or is not relevant to the inference.
Inference	Highly Proficient Gives very detailed guesses and assumptions relevant to the observations that reveal the most likely explanation.	Proficient Makes guesses and assumptions relevant to the observations that reveal a possible explanation.	Nearly Proficient Makes guesses and assumptions somwhat relevant to the observations that reveal a possibly explanation, but contains little detail.	Not Yet Proficeint Makes guesses and assumptions not relevant to the observations, or that reveal an unlikely explanation, and lacks detail.
Support	Highly Proficient Each observation is detailed enough to enhance our understanding of the inference. The entirety of the inference is supported by the observations.	Proficient Each observation supports the inference. The inference is supported by the observations.	Nearly Proficient Two observations support the inference. The inference is supported by only two of the observations.	Not Yet Proficeint One observation supports the inference.
