ELL Level 2 Oral Reading Rubric
	Emerging 1 pts	Beginning 2 pts	Developing 3 pts	Expanding 4 pts
Accuracy Rate	Emerging Reads less than 10 words correct per minute at their independent reading level	Beginning Reads 10-19 words correct per minute at their independent reading level	Developing Reads 20-39 words correct per minute at their independent level	Expanding Reads 40 or greater words correct per minute at their independant reading level
Fluency	Emerging Reader frequently stops to decode words and refer to illustrations throughout the entire passage	Beginning Reader recognizes some simple words, but stops to decode or refer to illustrations for unfamiliar words	Developing Reader recognizes most simple words, but occasionally stops to decode or refer to illustrations for unfamiliar words	Expanding Reader reads the entire passage smoothly with automaticity and prosody
Oral Comprehension	Emerging receives 74% and below on questions or can find the answer in the pictures or text(visual-referent)	Beginning receives 75-84% on questions answered or can respond to forced choice questions (Is it ___or____)	Developing receives 85-94% on questions answered or can respond to aided questions (who, what, where, when, etc.)	Expanding Can answer questions unaided with 95-100% accuracy
