Locks trolley on accordance to NSW MoH guidelines and returns to appropriate place.

Fails to clean and restock and return trolley to appropriate place OR fails to lock the trolley.
Needs development

Fails to clean or restock or return locked trolley to appropriate place.

Cleans, restocks and returns locked trolley to appropriate place.
