Expression	Beginning Reads aloud with no expression or enthusiasm throughout the entire passage	Developing Reads aloud with little expression and enthusiasm throughout some of the passage	Accomplished Reads aloud with some expression and enthusiasm throughout most of the passage	Exemplary Reads aloud with good expression and enthusiasm throughout the entire passage
Reading Rate	Beginning Reading is slow and laborious; under 55 wpm	Developing Reading is moderately slow; 55-65 wpm	Accomplished Reading is an uneven mixture of fast and slow reading. OR Reading is too fast; 65-74 wpm	Exemplary Reading reflects natural language and is not too fast or too slow; 75 wpm
Phasing (Smoothness)	Beginning Reads selection word-by-word with long and/or frequent pauses and does not attend to punctuation	Developing Reads selection in 2-3 word phrases with pauses and does not attend to punctuation	Accomplished Reads selection with minimal pauses and often attends to punctuation	Exemplary Reads selection and consistently attends to punctuation
