The student may take time to think, but can respond to questions without too much trouble.

The student takes time to think on each question, and frequently stops when speaking to look for a word, but is able to convey what (s)he wishes.

The student has to think often, sometimes to the point of inhibiting the conversation flow, but can still convey meaning.
needs work

The student must continually stop to think, breaking the flow of conversation and inhibiting comprehension.
