Superior

All content and performance expectations in standard are completely addressed by resource. The focus is on the standard not the resource.
Strong

Minor elements in the standard are not addressed. Content and performance expectations of the standard aligned to a minor part of the resource.
Limited

The resource has limited alignment. A significant part of the content or performance expectations are not addressed in the resource but has fidelity to parts covered.
Very Weak

The resource does not align with standard. The resource matches minimally important aspects of the standard. It is not useful for instruction.
Quality of Explaining of Concepts

Superior

Provides comprehensive information to support understanding of concept. Connects important associated concepts. Can be used to address the main ideas of concept.
Strong

Explains concepts in a way that makes skills, procedures, concepts and information understandable.
Limited

Explains the concept correctly but in a limited way. Treatment of content is not sufficiently developed to introduce concepts. Would serve as a review for most learners.
Very Weak

Very weak or no value for explaining concepts. No likelihood that the resource will contribute to understanding concepts taught.
Support Planning or Presenting

Superior

Provides comprehensive, easy to understand use of concepts. Used effectively with a variety of learners to go beyond basic lesson. Used to support variety of instructional approaches (direct instruction, group work, collaboration, etc.)
Strong

Promotes comprehension and clarity but can not be used with a variety of learners and is not easy to use.
Limited

It includes a useful approach to teaching concept, but does not support the lesson well or function as intended.
Very Weak

The resource is confusing or does not support the concept, not useful in supporting teachers in planning or preparing a lesson.

Superior

Knowledge assessed aligns clearly to content and performance expectations. Requires users to demonstrate proficiency in concept. Level of difficulty aligns with complexity of concept and performance expectations
Strong

Assesses all content and performance expectations intended, but does not consistently offer opportunities to demonstrate proficiency.
Limited

Assesses some of the content or performance expectations but omits some important content or performance expectations and fails to offer opportunities to demonstrate proficiency.
Very Weak

Can not be used to assess important concepts.
Interactivity

Superior

Creates individual learning experiences and allows flexibility to individual control during learning. Well designed, Purposeful directly related to learning and functions flawlessly on intended platform.
Strong

Assesses all content and performance expectations intended, but does not consistently offer opportunities to demonstrate proficiency.
Limited

Interactive feature is purposeful, motivational, builds content knowledge with rewards, and directly relates to learning but does not provide individualized learning.
Very Weak

Increases motivation but does not provide strong support for understanding subject matter addressed in content.
Instructional & Practice Exercises

Superior

Exercises that are clearly written and supported by accurate answer keys or scoring guides to facilitate mastery learning. Variety of formats and exercises aligned with concepts.
Strong

Offers a sufficient number of well-written exercises to facilitate mastery but have littler to no variety of exercise types or formats.
Limited

Has some, but too few exercises to facilitate mastery of concepts without answer keys. Provide no variation in type of format.
Very Weak

Exercises provided do not facilitate matery of skills and concepts or are unsound for other reasons.
Deeper Learning

Superior

Offers a range of cognitive demand that is appropriate and supportive of concepts, Appropriate scaffolding and directions provided. At least three of deeper learning skills identified.
Strong

Includes one or two deeper learning skills.
Limited

Includes one deeper learning skill but misses clear guidance on how to engage deeper learning.
Very Weak

Not useful as presented.
