Grammar	Poor Uses basic structures and/or makes frequent errors.	Fair Uses a variety of structures with frequent errors, or uses basic structures with only occasional errors.	Good Uses a variety of grammar structures, but makes some errors.	Excellent Uses a variety of structures with only occasional grammatical errors.
Fluency	Poor Hesitates too often when speaking, which often interferes with communication.	Fair Speaks with some hesitation, which often interferes with communication.
