Functionality of ATR	Poor ATR has little or no equipment/resources needed to operate for setting selected (high school, college, clinical).	Fair ATR has some of the equipment/resources needed to operate the ATR smoothly but is missing some major components.	Good ATR has most of the equipment/resources needed to run an ATR smoothly and effectively.	Exceeding ATR has all items needed to make an ATR run smoothly and even has secondary items that are not required but will increase the effectiveness of the ATR.
