This rubric is designed for 15 to 19 age group of students who are going to attempt for IELTS. Thus, pronunciation is the crucial part for them. Here, I categories the pronunciation criteria in terms of poor, fair, good and excellent user with points for each aspects which is suitable for the learners age level.

Uses a mix of simple and complex structures but with limited flexibility and making 4 to 6 grammatical errors.

Uses a rage of complex structures with some flexibility but making 1 to 3 grammatical errors.
Excellent
Uses a full range of structures naturally and appropriately without making any mistake.
Vocabulary/Content
Poor
Uses 1 to 3 vocabularies from the given resources and only able to talk and convey basic meaning on the topic and rarely attempts paraphrase.
Fair
Uses 4 to 6 vocabularies from the given resources and able to discuss the topic at length and make meaning clear in spite of inappropriacies but generally paraphrases successfully.
Good
Uses 7 or more vocabularies from the given resources as well as uses less common and idiomatic vocabularies and uses paraphrases effectively.
Excellent
Uses vocabulary with full flexibility and precision with the topic and uses idiomatic language naturally and accurately, and also uses most of the given vocabularies in the speech.
Coherence
Poor
Makes less developments of the topic and links basic sentences but with repetitious use of simple connectives and some break downs in coherence.
Fair
Willing to developed the topic at length though may loss coherence at times due to occasional repetitions, also uses a range of connectives and discourse markers but not always appropriately.
Good
Develops the topic at length without noticeable effort or loss of coherence but has some language related hesitations, and uses a range of connectives and discourse markers with some flexibility.
Excellent
Develops the given topic fully and appropriately and uses fully appropriate cohesive features.
