Content	Poor Content is present but test is poorly constructed and may be missing details. Test only measures facts.	Fair Test content is clearly written, developmentally appropriate, relates to standards but may not hit on both key concepts and facts equally.	Good Content is clearly written, developmentally appropriate, relates to standards and both key concepts and content facts are presented equally.
Clarity of Questions	Poor Questions asked are difficult to understand. The question may lead the reader to a different answer based on how it is written.	Fair Questions asked are mostly clear but 1-2 questions may leave the reader confused as to what the question specifically asks.	Good Questions asked are very clear and leave no doubt in the readers mind as to what they are asking.
Construction and Conventions	Poor Several errors demonstrated in grammatical and mechanical conventions, test is missing numerous details such as: name blank, numbered questions, etc.	Fair Only 1 - 2 grammatical and/or mechanical errors in this test. Only missing one or two required construction elements.	Good Test is free of grammatical and mechanical errors. Test construction includes: name Blank, minimum of 15 numbered questions, easy to find answer choices, multiple question formats (open ended as well as closed response), spacing works well on the page.
