Reading Fluency
	Level 1: Basic 1 pts	Level 2: Basic Competency 2 pts	Level 3: Full Competency 3 pts	Level 4: Exceeds Expectations 4 pts
Reading Fluency	Level 1: Basic Can read text at the IEP reading goal grade-level at or below 70% fluency	Level 2: Basic Competency Can read text at the IEP reading goal grade-level with 80% fluency.	Level 3: Full Competency Can read text at the IEP reading goal grade-level with 90% fluency.	Level 4: Exceeds Expectations Can read texts at the IEP reading goal grade-level above 90% fluency.
Analyze Text	Level 1: Basic Can identify 1-2 story elements the include characters, plot, setting, conflict, resolution and theme.	Level 2: Basic Competency Can identify 3-4 story elements the include characters, plot, setting, conflict, resolution and theme.	Level 3: Full Competency Can identify 5 story elements that include characters, plot, setting, conflict, resolution and theme.	Level 4: Exceeds Expectations Can identify all 6 story elements that include characters, plot, setting, conflict, resolution and theme.
Independence	Level 1: Basic Does not work independently and requires reminders and prodding.	Level 2: Basic Competency Meets most deadlines but needs some cues and external motivations.	Level 3: Full Competency Meets expectations on time and asks clarifying questions.	Level 4: Exceeds Expectations Always meets expectations, works independently and assists others to become independent.
Quality Work	Level 1: Basic Work is careless or incomplete.	Level 2: Basic Competency Work meets minimal standards.	Level 3: Full Competency Work is well-done, complete and demonstrates competency.	Level 4: Exceeds Expectations Work exceeds standards and may be used as an example.
