Vowels and Consonant Sounds	1 Identifies alphabet but does not realize them as consonants or vowels.	2 Identifies consonants but cannot identify vowels.	3 Identifies both consonants and vowels, with their respective sounds.	4 Identifies both consonants and vowels, with their respective sounds.
Vowel Differentiation	1 Cannot differentiate between long and short vowels sounds.	2 Recognizes long vowel sounds but not short sounds.	3 Recognizes long and short vowel sounds. Can blend sounds to read familiar words.	4 Recognizes long and short vowel sounds. Can blend sounds to read new words.
