1 Forming a research plan to meet an information need.	Emerging / Beginning Student needs someone to tell them when information is needed, what information is needed.	Developing Student is sometimes able to determine when information is needed, what information is needed.	Mastering Student is always able to determine when information is needed.
2 Selecting and using tools.	Emerging / Beginning Student has trouble choosing tools/resources and requires someone to tell them how/where to locate resources. Student has not developed a plan of action.	Developing Student is sometimes able to choose appropriate tools/resources and needs only occasional assistance as to how/where to locate resources. Student sometimes has a plan of action.	Mastering Student is always able to determine the appropriate tools/resources and locate these with a clear plan of action.
3 Gathering information.	Emerging / Beginning Gathers information from one source; little evidence of search criteria.	Developing Gathers information from 2-3 professional sources limited to one or two categories; includes list of references used.	Mastering Gathers extensive information from a variety of valid and reliable professional sources including journals, texts, and technology specific to subject; presents an accurate and comprehensive list of references used in information gathering.
4 Evaluating and Synthesizing Information	Emerging / Beginning Student has trouble using tools to locate resources and requires someone to tell them how to use the tools.	Developing Student is sometimes able to use appropriate tools to locate resources and requires minimal assistance on how to use the required tools. 5 Using information responsibly and ethically.	Emerging / Beginning Lacks evidence of evaluation and fails to identify implications.	Developing Discerns fact from opinion and begins the rough integration of multiple viewpoints; implications are considered but are not clearly developed.	Mastering Considers context, data, assumptions and evidence; implications are clearly developed.
