Analysis:

To accomplish the mission, it is proposed that the library's current professional staff of librarians-3 MLS librarians and 1 library associate- would provide support and operate the 'Build-a-Career' Information Center.  Library staff would be trained in career and employment issues to assist job seekers in choosing Career Center resources and identifying additional resources located throughout the library. Comprehensive career information services would be available free of charge to all patrons, youth, prospective college students and everyone interested.
Job Information Section would maintain a collection of specialized career and education resources including books, periodicals, newspapers, pamphlets, forms and catalogs.  Besides these:
  • The Center would, also, maintain a collection of library's reading material.
  • It would utilize over 600 circulating materials and reference items on career, changing careers, expanding your employment options, job hunting, resumes, cover letters, filling out job applications, and job interviewing.
  • Some items would be used only in the library; others would be available on order sale at library discounted prices.
All resources would be available when the library is open and between the hours of:
Mon-Thu ---5pm-8pm
Friday------- 3pm-5pm
Saturday---- 1pm-5pm
Web Resources:
·       Develop a web presence about the center on the Library's website.
·       In addition to the career center collection, the web resources would be the other resources in the same direction.
·       Extensive collections of databases with articles, directories and catalogues that help students explore career fields and access information on various school programs would be available through the library?s web site. This would include links to school programs and job searches, both.
·       Self-scoring career interest evaluation for adults, on the computer to help select from a variety of careers. Open to all who would be keen to have an analysis.
Offering a crash course in writing an e-portfolio with the assistance of the Microsoft? software ?Front Page? will be the USP.  Appointment based service, it would be offered in a group of 4-6 candidates on Saturdays.

Strategy
Center would be located in the LearningVille Public Library consisting of:
·        Shelves of career and employment related monographs.
·        Display of employment periodicals including job listings.
·        Workspace for Internet connected computers with word processing capabilities.
·        Table and chairs for comfortable research.
·        Display section for Center?s fliers, brochures and forms.

It is planned to present once a month workshop on the current career and employment scene, which would attract people-in-need of such information.
To help in this, the Center would:
·       Advertise locally, in the newspapers and in the school district
·       Collaborate with local businesses to offer opportunity seminars.
  • Invite representatives to offer workshops on re-training.
·       Invite an author to speak on his book pertaining to employment or jobs.
Tie-up with the local bookstore. Have an author?s book-signing day in co-operation with the library.
  • Schedule community colleges to discuss college vocational-technical careers.
Have a guidance counselor come in to offer a workshop on college admittance.
  • Have a staff librarian scheduled bi-weekly, to offer tutorials on using the library?s web site and electronic resources.
  • Set up an interactive web page for teens to post their first-job-achievements.
This would work as a promotion for the Center.

Seminars, discussions, and computer related instructions would be offered in the general meeting room.  Internet based searching for the Center resources would be available at the library's Internet Access Center located near the reference desks.

Project is planned as a One Year Program, beginning in May (college graduation) and continuing through after a review.

Bibliography of Resources:

Center plans to develop a bibliography of resources (at no extra cost), on the library?s web site that would include hyper links for job searchers, academics, college applications and the related. - See-

Online Resources for Career Choice and Job-Hunting:
Most links in this list have been based on the Monmouth County Library?s listings.

Justification:
Since the library opened five years ago, the demand for career and employment informational resources at the Library has increased many folds.  The current statistics by NJ Dept of Labor and Workforce state that employment rate in NJ is on the rise which justifies the patrons? demands in seeking assistance.  The need for a centralized area of career and employment resources would give the library a leading edge in providing timely services to its patronage.

It is expected that over time the collections and resources of the Center will grow as would the popularity of the service itself. Customers to be served by the Center would include unemployed and displaced workers, career changers, those seeking advancement within their career, high school and college students and any other patrons who wish to make informed decisions about their future employment.

Promotion:
The major expenditures, after the initial set-up, would be built in the annual staff costs and budgets. Operational costs would be maintained with existing staff utilizing allocated ?off desk? times.
Calculation of rough estimate of operational times comes to average of 10 hours per week. The Center?s operation including, but not limited to the following activities would be:
  • Collection development and maintenance
  • Seminar & speaker development
  • Community outreach
  • Coordination with high schools, local community colleges, nearby universities, labor office, human services, etc.
  • Job resources and  computer instructional programs
One staff member would be assigned to head the Center while others would be cross-trained.
