Level 2 The policy is well-written and shows some effort. The solutions and/or recommendations in the policy could have been improved and/or expanded.	Level 1 The policy shows little effort and thought, and the solutions and/or recommendations are not sound and reasonable.
Content	Level 3 Information presented about the aquifer and the Dust Bowl was done exceptionally well. Included all of the criteria in great detail.	Level 2 Information presented about the aquifer and the Dust Bowl was well done. Included most of the criteria in detail, missing only one or two elements.	Level 1 Information presented about the aquifer was ineffective. Included some of the criteria outlined and had some detail in their work.
