Utopian Government Project Utopian Government Project You are going to create your own government! You will write/create your own government purpose statement (i.e. the Preamble). You will then create a list of 10 rights for your people (i.e. the Bill of Rights). You will then write a persuasive speech to your citizens about why they should support your new government. Purpose Statement 25 % Create a statement of purpose for your new government (i.e. the Preamble of the US Constitution).	Distinguished Purpose statement is exceptionally written, well organized, and clearly states what your government is about. Student displays clear understanding of purpose and importance of this part of the project.	Proficient Purpose statement is organized and clear about the purpose of the government.	Apprentice Purpose statement is not well organized but does state a purpose of the government.	Novice Purpose statement does not clearly state purpose of government.
List of Rights 25 % Create a list of ten rights for your citizens (i.e. the Bill of Rights).	Distinguished List of rights has 10 rights of the people. Student shows excellent understanding and knowledge of individual rights.	Proficient List of rights contains 7-9 rights of the people. Student shows understanding and knowledge of individual rights.	Apprentice List of right contains 3-6 rights of the people. Student shows limited understanding and knowledge of individual rights.	Novice List of right contains 1-3 rights of the people. Student shows no understanding and knowledge of individual rights.
Support Speech 50 % Write a speech persuading your citizens to support your new utopian government.	Distinguished Speech is exceptionally written, thoughts are well organized, and persuasive in nature. Student shows complete understanding of how to be a persuasive leader.	Proficient Speech is organized and persuasive in nature. Student shows good understanding of how to use persuasion in their speech.	Apprentice Speech is persuasive but student shows limited knowledge of how to persuade their audience.	Novice Speech is not persuasive and student displays no knowledge of persuasion.
