Student has determined some what the technique of how they will evaluate it for effectiveness, and may be missing one part of the deliverables.

Student is missing tow or more elements of their project. Project is not done in accordance with the parameters of the assignment. More than two steps for effective promotional planning is missing. Project is done very poorly.
