Good Illustrations represent political issues proficiently. The joke is understood.	Exceeds Illustrations represent political issues exceptionally well. The joke is clearly understood and relevant to current voting issues.
Neatness / Effort	Poor The cartoon is distractingly messy or very poorly designed. It is not attractive.	Fair The cartoon is acceptably attractive though it may be a bit messy.	Good The cartoon is attractive in terms of layout and neatness.	Exceeds The cartoon is exceptionally attractive in terms of design, layout, and neatness.
