Assessing Reading Fluency
	Beginning 1 pts	Developing 2 pts	Accomplished 3 pts
Accuracy	Beginning Student does not recognize familiar words automatically and must stop to decode words in nearly every sentence.	Developing Student recognizes most familiar words, but must stop from time to time to decode an unfamiliar word.	Accomplished Student immediately recognizes familiar words and identifies unfamiliar words almost just as quickly.
Prosody	Beginning Student reads word-by-word with little or no expression or intonation while ignoring punctuation marks.	Developing Student is beginning to chunk words into phrases, but occasionally reads word-by-word, attends to some punctuation marks, and reads with some expression and intonation.	Accomplished Student chunks words into phrases, pays attention to punctuation marks, and reads sentences with appropriate expression and intonation.
Reading Speed	Beginning Student reads less than 100 words per minute on average. Student's reading speed is too slow.	Developing Student reads between 100 and 149 words per minute on average (somewhat slow) or over 200 words per minute on average (somewhat fast).	Accomplished Student reads between 150 and 200 words per minute on average. Student's reading speed is neither too fast nor too slow.
Comprehension	Beginning Student does not demonstrate an understanding of the text and answers most of the comprehension questions incorrectly.	Developing Student demonstrates an adequate understanding of the text and accurately answers most of the comprehension questions.	Accomplished Student demonstrates a firm understanding of the text and accurately answers all of the comprehension questions.
