Unacceptable

Unclear or no iteration of strategies/tactics, tertiary assignments not given or given too late to be effective, not applicable to incident needs; No scene authority established.
*Fire Behavior

"Go- No-Go" = take action or chose to take no action

"No Go", and inaction are NOT the same

inaction = paralysis

Excellent

Indentifies ≤15 secs. Current mode of fire progression; Applies decisive tactical /strategic behaviors based upon probable knowns. Relates ‘Go No Go’ ≤15 secs. based upon current /anticipated observations.
Above Standard

Standard

Indentifies ≤45 secs. Current mode of fire progression; Applies basic tactical /strategic behaviors based upon knowns. Relates ‘Go No Go’ ≤ 45 secs. based upon current /anticipated observations.
Below Standard

Indentifies >1 min. Current mode of fire progression; Demonstrates hesitancy applying tactical /strategic behaviors based upon multiple knowns. Hesitates in ‘Go No Go’ decision> 1min. based upon current observations.
Unacceptable

Cannot correctly Indentify current mode of fire progression >1.5 min.; Demonstrates inability to apply tactical /strategic behaviors even in low-variable unknowns. Defaults into inappropriate ‘Go No Go’ decision > 1.5 min. based upon current observations.

*Life Preservation

Often implies not used each and every time

Excellent

Accounts for incident priorities based on life safety; Consistently enacts Risk vs Benefit analysis; Promotes appropriate risk based upon knowledge of current conditions and Variables; Provides for self-preservation in lose/lose situations.
Above Standard

Accounts for incident priorities based on life safety; often enacts Risk vs Benefit analysis; Promotes acceptable risk based upon knowledge of current conditions and Variables; Provides conditions for self-preservation in lose/lose situations.
Standard

Accounts for incident priorities based on life safety; utilizes Risk vs Benefit analysis; Promotes acceptable risk based upon knowledge of current conditions; Provides conditions for self-preservation in lose/lose situations.
Below Standard

Often accounts for incident priorities based on life safety; Often utilizes Risk vs Benefit analysis; Promotes unacceptable risk based upon knowledge of current conditions; Promotes conditions for unnecessary risk in lose/lose situations.
Unacceptable

Does Not account for incident priorities based on life safety; Fails to utilize Risk vs Benefit analysis; Encourages unacceptable risk based even in the face of current conditions indicating low probability of success; Fosters conditions for unnecessary risk taking in all situations.
*Strategies/Tactics

Mission Creep= overlapping duties unassigned to resource that can impair assigned tasks.

Freelance= Unassigned task that interferes with strategy

Excellent

Identifies and Communicates Strategy for incident ≤15 secs.; Chooses or Assigns Tactical portions to resources≤30 secs; Recognizes and implements transitional strategies where applicable; Demonstrates discipline within given assignment; Avoids 'Mission creep’
Above Standard

Identifies and Communicates Strategy for incident ≥30 secs.; Chooses or Assigns Tactical portions to resources ≥60 secs; Recognizes transitional strategies delayed in implementation; Demonstrates discipline within given assignment; Avoids ‘mission creep’
Standard

Identifies and Communicates Strategy for incident ≥45 secs.; Chooses or Assigns Tactical portions to resources ≥1.5 min; Recognizes transitional strategies, may or may not implement; Demonstrates discipline within given assignment; Avoids ‘mission creep’
Below Standard

Identifies and Communicates Strategy for incident ≥ 1 min.; Chooses or Assigns Tactical portions to resources ≥2 min.; Defaults into Tactical activities, is found off-task from command; Recognizes transitional strategies so late as to make them ineffective; Demonstrates weak discipline with given assignment off task in tactical position; Is involved in ‘mission creep’ activities
Unacceptable

Does not Identify or Communicate Strategy for incident; Fails to Assigns Tactical portions to resources; Defaults into Tactical activities, is found off-task from command; Does not recognizes transitional strategies ; Lacks discipline with given assignments off task in tactical position; Freelances
*Safety

Benchmarking- setting standard times to events on emergency scenes and gauging progress work -loads on
