	Mastery exceeds the minimum department standards 5 pts	Proficiency meets the minimum department standards 4 pts	Approaches meets basic department standards 3 pts	Fails does not meet the minimum department standards 2 pts
Thesis 5 pts an unproved statement, especially one serving as a premise in an argument	Mastery Has a clear, well-developed thesis that evaluates the topic and answers the prompt	Proficiency Has a thesis that evaluates the topics and addresses the prompt	Approaches Has a limited, confused, poorly developed, or only partially developed thesis	Fails Has no thesis, simply restates the prompt, or does not address the topic
Context 5 pts the placement of topic in proper placement of importance in history	Mastery Demonstrates a thorough understanding of the historical context of the question, how it fits into the “big picture”	Proficiency Demonstrates a basic understanding of the historical context of the question	Approaches Demonstrates an incomplete or inaccurate understanding of the historical context of the question	Fails Demonstrates an inaccurate understanding or no knowledge of the historical context of the question
Evidence 5 pts factual data and proof to show how Stalin, Mussolini, & Hitler compare & contrast each other in their rise of power, political ideas, economic policies, achievements, and the degree to which each utilized totalitarianism in their perspective states	Mastery Supports the thesis with substantial, specific, relevant, and accurate information	Proficiency Has some analysis evaluating the documents; interpretation may be superficial or one-sided	Approaches Contains mostly generalizations, incorrectly interprets documents, or merely quotes with documents	Fails Demonstrates little or no understanding of the documents
