Writing is fluent and lively; answer is concise, to the point, and in logical order; grammar, spelling, and punctuation are used with a high degree of effectiveness.
GOOD (Level 3)

Writing is fluent but no interesting; grammar, spelling, and punctuation is mostly accurate and used with a considerable degree of effectiveness.
FAIR (Level 2)

There may or may not be a conclusion or an opinion stated in the response; grammar, spelling, and punctuation used with some degree of effectiveness.
