Decoding unfamiliar words.	Below basic Students do not attempt to read words even with prompting.	Basic Students struggle to read unfamiliar words with prompting. Not able to explain strategy.	Proficient Students are able to read most unfamiliar words missing only one or with prompting. Students are unable to explain which strategy was used to read words.	Exceed Students are able to read all unfamilar words without prompting. Students are able to explain what strategy was used to read words.
Fluency	Below basic Students are not able to read passage have more than 5 mistakes.	Basic Students struggle to read passage have 3-4 mistakes.	Proficient Students are able to read passage with minimal mistakes. 1-2 mistakes.	Exceed Students are able to read passage without mistakes. Student pauses where appropriate.
