Unable to decode. Unable to use beginning reading strategies. (illustrations, sounds, sight words) Can identify symbols and connect it to print. Can follow directions using diagrams or pictures.

Able to use some beginning reading strategies. (illustrations, sounds, sight words) Needs some prompting to help with making connections and matching phrases and sentences to pictures.

Able to use more advanced reading strategies (knowledge of word families, sliding through the sounds, using context, skipping words, re-reading and sight words). Can use learning strategies (contest clues, inference, connections, figurative language)

Has met grade level expectations. Is able to read at grade level. Can use reading strategies to read fluently. Reading at 80 WPM or greater.

Can copy written language. Uses first language when needs help forming words into English. No response/or response lacks understanding/or responds in native language/or unable to use word lists, graphic organizers, and visuals to expand word choices in writing/writing is illegible or a string of letters.May use pictures.

To form simple sentences needs to uses some word lists, graphic organizers, and visuals to expand word choices in writing. Is beginning to use prewriting strategies. Participates in some journaling. Uses model sentence starters.

Able to use word lists, graphic organizers, visuals, dictionaries, thesaurus and more advanced reference materials to expand word choices in writing. Can create a series of sentences in response to prompts. Produces content related sentences. Composes short stories. Can explain process or procedure using connected sentences.

Creates sentences on own at grade level. Can make a paragraph with main idea and detail sentences given a prompt. Can explain things in writing. Uses appropriate sentence structure on own.
