	Excellent 5 pts	Good 4 pts	Making Progress 3 pts	Needs Improvement 2 pts
Fluency	Excellent Reads the whole passage smoothly, paying attention to punctuation.	Good Reads using phrasing in most of the passage	Making Progress Reads using some phrasing, stops to decode some words	Needs Improvement Reads with frequent stops to decode words
Expression	Excellent Reads with expression throughout the passage (ex. whispers, shouts, shows excitement)	Good Reads passage with some expression, usually with author's promts	Making Progress Reads passage with an occasional burst of expression	Needs Improvement Does not read the passage with expression
Reading Accuracy	Excellent Reads the selection with 90-100% accuracy	Good Reads the selection with 80-90% accuracy	Making Progress Reads the selection with 70-80% accuracy	Needs Improvement Reads the selection with less than 70% accuracy
