Neatness	Poor Not neatly colored, not colored according to the example, counties names cannot be read.	Fair Less than 1/2 of the counties colored neatly and the counties names are not visible or able to be read.	Good More color than white, some neatly colored counties, most counties visible and can still be read.	Excellent Completely colored, neatly, all counties are visibly and able to be read.
