some oral mistakes. Responses mostly comprehensible. Pronunciation does not hinder communication. Hears and self-corrects incorrect pronunciation, repeats a phrase 1-2 times.
EXCELLENT

no mistakes, is readily understood by any listener. Hears and self-corrects any incorrect pronunciation, 0-1 repeated phrases.
Grammar Accuracy

POOR

does not attempt to use correct grammatical concepts.
FAIR

many mistakes. Does not place words in correct order (eg - adjectives after nouns).
GOOD

some mistakes. Responses mostly appropriate and adequately developed, emotional tone is there but not consistent.
EXCELLENT

Excellent control of basic linguistic patterns, speaks with emotion appropriate to conversation.
Fluency

POOR

does not attempt beyond saying "yes" or "no" in conversation or presentation, repeats phrases and words.
FAIR

Gives only one word responses to a direct question. Attempts to ask question, but needs to repeat it, pauses to "remember" answer rather than speak naturally.
GOOD

Can answer in complete basic sentences. Needs to repeat phrases or questions for clarification, but just needs time to answer.
EXCELLENT

Good command of vocabulary. Can answer and ask questions within basic dialogue structure. Can be understood by any listener.
Intonation

POOR

Flat intonation makes the speaker almost impossible to understand. There is (almost) no attempt to make the key words or tonic syllables prominent.
FAIR

Inadequate use of intonation makes the speaker very difficult to follow without compensation. There is little effort to make important words or syllables stand out.
GOOD

Adequate use of intonation, making the intelligibility of the message fairly high, although there are occasional lapses. Intelligibility is sometimes impeded by making the wrong syllables prominent.
EXCELLENT

Good use of intonation makes the speaker easy to follow. Intelligibility is almost never impeded by insufficient or misplaced prominence.
