	Needs Improvement 1 pts	Making Progress 2 pts	Good 3 pts	Excellent 4 pts
Words	Needs Improvement Reads less than 10 words.	Making Progress Reads 10-25 words.	Good Reads 26-39 words.	Excellent Reads 40-50 words.
Fluency	Needs Improvement Reads with frequent stops to decode words. The learner was unable to read passages with an acceptable number of errors.	Making Progress Reads on an instructional level, but with many mistakes	Good Reads passage somewhat smoothly with an acceptable number of mistakes	Excellent Reads the whole passage smoothly, with few or no mistakes
Eye contact	Needs Improvement Never established eye contact.	Making Progress Eye contact is sporadic with some of the learners in the classroom.
