The apparatus not only does not work but is incomplete and lazily attempted.
Fair

The apparatus does not work, but evidence exists of several solid attempts, solid meaning both logically thought-out and demonstrative of hard work.

The apparatus might not work consistently but does show promise and looks as though effort and solid thought were invested into it. The design should look like it would theoretically work but, for some reason on design day, does not.
Great

The apparatus works, and it does not appear as though your parents made it or bought you half-finished parts from a kit.
