Practical application	Exemplary Student always listens and follows directions and only uses base ten blocks as instructed.	Competent Student typically listens and follows directions and uses base ten blocks as instructed most of the time.	Developing Student sometimes listens and follows directions and uses base ten blocks appropriately when reminded.	Emerging Student rarely listens and often "plays" with the base ten blocks instead of using them as instructed.
