Foreign TA's

What I don't get about colleges are why they chose the certain TA's they do.  How can a university hire a foreigner who barely speaks english and can not understand the students' questions? This is mind-boggling.

Is it because no one else applies for these jobs? Are there no standards? Maybe universities feel it is discrimination to reject foreigners from teaching students?

Hiring a foreign teacher is fine-- AS LONG AS they can speak fluent english to get the lessons across and understand any questions or comments students may have.
People should not pay good money to attend universities where the teachers can not communicate with the students.
