The student's use of English is sufficient for a full assessment. The student uses complete sentences which are, for the most part, both fluent and accurate although errors still occur.
Outstanding
The student uses English for the majority of communication in class and with relative ease, speaking fluently and accurately most of the time. Errors are minimal.
Listening
Poor
The student does not appear to understand most spoken or recorded English and struggles to understand or make an effort to understand even simple sentences.
Fair
The student understands a minimal amount of spoken and recorded English but still struggles with anything beyond simple sentences. The student makes some effort to understand.
Good
The student can comprehend simple sentences and even more complex structures at times. The student makes a solid effort to understand and ask for clarification as needed.
Outstanding
The student understand most spoken and recorded English with relative ease. While some errors persist, the student can comprehend most spoken and recorded English with little or no need for clarification.
Reading
Poor
The student can comprehend written English only at the word level with simple sentences presenting a great challenge. There is little or no understanding of the main ideas of short texts.
Fair
The student can comprehend some simple sentences but only with great effort. The main ideas of short texts are generally not understood.
Good
The student can comprehend simple sentences and some more complex sentences. The main ideas of short texts are generally understood although longer texts and more complex sentences still present a challenge.
Outstanding
The student can comprehend complex sentences with relative ease. The general idea of texts, both long and short, are usually understood with minimal effort.
Writing
Poor
The student can produce only single-word sentences or incomplete sentences. Writing anything beyond this requires great effort and assistance. Revision of the student's work requires much time, effort, and assistance.
Fair
The student can write some simple sentences although writing is still a laborious task, overall, and the student struggles with writing especially when time is limited. The student's work requires a lot of revision, which is a challenge for the student.
Good
The student can write simple sentences with relative ease and, given sufficient time, produce more complex sentences and short paragraphs though errors persist. Most of the student's written work still requires some revision, which the student can often do.
Outstanding
The student can write short and longer paragraphs with relative ease and even when time is limited. While the student's longer paragraphs require some revision, errors are minimal.
