The picture is on the front, the letter is on the back on the left half- complete- showing Dear_____, and Sincerely, _____The right half is complete showing it is addressed correctly: name, street address, city,state, and zipcode. (in that order) You could mail this with proper postage.

The template is followed, but modifications have been made that do not allow adequate space for postal area. or the adress is out of order, but all parts of the content for address are present. You might could mail this with proper postage. There is a Dear____ and Sincerely, ______.
